Council or the drug regulatory department of the peoples government of province, autonomous region or municipality directly under the Central Government may take urgent control measures to suspend their production, distribution and use, and it shall, within five days, arrange for assessment and, within 15 days from the date the conclusion is drawn, make an administrative decision on how to deal with the case.
